PUBLIC NOTICE OF INTENT TO FILE

Please take notice that Georges River Energy, LLC and Robbins Lumber, Inc. (contact: Catherine Robbins-Halsted, (207) 342-5221) intend to file a Site Location of Development Law (Site Law) License Amendment application pursuant to 38 M.R.S.A. §§ 481 to 490, an Air Emissions License application pursuant to 38 M.R.S.A. § 590, and a Wastewater Discharge Permit application pursuant to 38 M.R.S.A. §§ 413 and 414-A with the Maine Department of Environmental Protection on or about January 31, 2017. These applications are to permit the installation of a biomass cogeneration system at the existing Robbins Lumber facility located at 53 Ghent Road in Searsmont, Maine and the associated discharge of blowdown water and water filtration waste into the ground. A public informational meeting will be held to inform the public of this project and its anticipated environmental impacts and to educate the public about the opportunities for public comment. The meeting will be held at 6:00 PM on February 7, 2017 at the Searsmont Town Office. A request for a public hearing or a request that the Board of Environmental Protection assume jurisdiction over one or more of the applications must be received by the Department in writing, no later than 20 days after the applications are found by the Department to be complete and are accepted for processing. A public hearing may or may not be held at the discretion of the Commissioner or Board of Environmental Protection. Public comment on each application will be accepted throughout the processing of the applications. The Site Law License application will be filed for public inspection at the Bureau of Land Resources, Department of Environmental Protection office in Augusta during normal working hours. The Air License application will be filed for public inspection at the Bureau of Air Quality, Department of Environmental Protection office in Augusta during normal working hours. The Wastewater Discharge Permit application will be filed for public inspection at the Bureau of Water Quality, Department of Environmental Protection office in Augusta during normal working hours. Copies of the applications may also be seen at the Searsmont Town Office. Written public comments regarding the Site Law License applications may be sent to Eric Sroka at the Bureau of Land Resources, State House Station #17, Augusta, Maine 04333. Written public comments regarding the Air License application may be sent to Lisa Higgins at the Bureau of Air Quality, State House Station #17, Augusta, Maine 04333. Written public comments regarding the Wastewater Discharge Permit application may be sent to Cindy Dionne at the Division of Water Resource Regulation, Department of Environmental Protection, State House Station #17, Augusta, Maine 04333.
