Please take notice that Bucksport Generation LLC, 2 River Road, Bucksport Maine 04416 (207-469-1311) intends to file an Air Emission License minor modification application with the Maine Department of Environmental Protection (MDEP) pursuant to the provisions of 38 M.R.S.A., Section 590 on or about August 31, 2018. The application is for a minor modification to the existing air license to allow the facility to install six emergency diesel generators in order for the facility to become a "Black Start" facility. The generators would be used to (i) start the existing gas turbine in the event of an electrical grid failure, (ii) to provide power to the electrical grid, including during emergencies such as a grid failure or "capacity scarcity conditions" occurring in the ISO New England system, and (iii) to perform seasonal capability and other testing from time to time required by ISO New England. Once the diesel generators start the existing gas turbine during a grid failure the turbine would then be used to assist in restoring electrical power to the grid. According to MDEP regulations, interested parties must be publicly notified, written comments invited, and, if justified, an opportunity for public hearing given. A request for a public hearing or for the Board of Environmental Protection to assume jurisdiction must be received by the MDEP, in writing, no later than 20 days after the application is accepted by the MDEP as complete for processing.
The application and supporting documentation will be available for review at the Bureau of Air Quality (BAQ) MDEP offices in Augusta, (207) 287-2437, during normal working hours. A copy of the application and supporting documentation will also be available at the municipal office in Bucksport, Maine.
