Please take note that, pursuant to 38 MRSA, Sections 413 and 414-A, Great Lakes Hydro America, LLC of 1024 Central Street, Millinocket, Maine, 04462, intends to file wastewater discharge permit renewal applications with the Department of Environmental Protection (DEP). The applications are for the continued hydro station discharges of: (1) up to 705,600 gallons per day of non-contact cooling water and miscellaneous non-process waste waters from the McKay Hydro Station to the West Branch of the Penobscot River in T3R11 WELS, Maine, (2) up to 423,360 gallons per day of non-contact cooling water and miscellaneous non-process waste waters from the North Twin Hydro Station to the West Branch of the Penobscot River in T3 Indian Purchase, Maine, (3) up to 360,000 gallons per day of non-contact cooling water and miscellaneous non-process waste waters from the Dolby Hydro Station to the West Branch of the Penobscot River in East Millinocket, Maine, (4) up to 35,280 gallons per day of non-contact cooling water from the East Millinocket Hydro Station to the West Branch of the Penobscot River in East Millinocket, Maine, and (5) up to 252,000 gallons per day of non-contact cooling water and miscellaneous non-process waste waters from the Weldon Hydro Station to the Penobscot River in Mattawamkeag, Maine. The applications will be filed on or about August 30, 2018, and will be available for public inspection at DEP's Augusta office during normal business hours. Copies may also be seen at the municipal offices in Millinocket, East Millinocket, or Mattawamkeag. A request for a public hearing or request that the Board of Environmental Protection assume jurisdiction over these applications must be received by the DEP, in writing, no later than 20 days after the applications are found acceptable for processing, or 30 days from the date of this notice, whichever is longer. Requests shall state the nature of the issue(s) to be raised. Unless otherwise provided by law, a hearing is discretionary and may be held if the Commissioner or the Board finds significant public interest or there is conflicting technical information. During the time specified above, persons wishing to receive copies of draft permits and supporting documents, when available, may request them from DEP. Persons receiving a draft permit shall have 30 days in which to submit comments or to request a public hearing on the draft. Public comment will be accepted until a final administrative action is taken to approve, approve with conditions or deny this application.
