The City of Bangor invites General Contractors to submit bids for the following projects:

Bids will be received until 2:00 p.m. on Thursday, August 30, 2018, at which time they will be publicly opened and read aloud. No electronic bids will be accepted.
Bids must be accompanied by a satisfactory Bid Bond for 5% of the Bid. Checks will not be accepted. The successful Bidder will be required to furnish a 100% Performance Bond and a 100% Payment Bond to cover the execution of the Contract and shall be for the Contract amount. General Contractors are welcome to bid on as many projects as they desire but bids for each project must be submitted separately.
Mandatory Site Visit
In order to submit a response, proposers must attend a mandatory site visit. The site visit has been scheduled for 10:00 a.m., Tuesday, August 7, 2018. Proposers must attend. This will be the only opportunity for interested bidders to examine the site. Interested bidders should meet Luc Dionne, Building Maintenance Supervisor, at Dock 10 (Building 461), Polk Avenue, which is off Maine Avenue.
Project Descriptions:
Project 1: New Infill Building and Dock 11 Addition: Construction of a 6,000 square foot infill building linking hangars 10 and 12, to establish an aircraft interior finish facility, to include seat and upholstery shops and a full precision cabinetry shop. Provisions will be made to accommodate an owner supplied paint booth, (paint booth not in contract). The building is designed as a conventional steel framed building but a pre-engineered solution is acceptable as well. Work also includes a 5,000 square foot, pre-engineered, single sloped roof, building addition to existing hangar 11. This addition will house a machine shop, shop equipment, and have storage space. A new electrical entrance is included in the project.
Project 2: Refurbish Hangar Doors Docks 10, 11, 12, & 12: Refurbishment of the exteriors of four hangars to corporate aircraft business attraction standards and improve energy efficiency. Work consists of removal of existing metal siding, weather stripping, and insulation. Doors must be "squared and levelled", new exterior metal siding installed, new weather stripping, new closed cell, spray foam insulation and painted interior over the insulation.
Project 3: Dock 10 Interior Renovations: Refurbish existing 17,000 square foot hangar to corporate aircraft maintenance standards. Installation of additional insulation on the interior of the hangar with interior paneling. Two story interior addition of approximately 1,700 square feet each. Work includes office space, new egress stair and new toilet facilities. Miscellaneous structural work to the hangar interior columns is also included.
Project 4: New Exterior Siding Docks 10, 11, 12 & 13: Base bid includes new metal siding on furring strips on rigid insulation on existing metal hangar siding. Two alternates are: (1) painting the hangars in lieu of new siding/ insulation and (2) new siding on Dock 11 and painting the remaining 3 hangars.
Project 5: Second Floor Bathroom Renovations to Docks 12 & 13: Renovation of existing bathroom facilities to accommodate more units and additional showers.
Project 6: Resurface Dock 10 Floor: Grinding, leveling, and applying new coating to existing 17,000 square foot concrete dock floor.
Project 7: Dock 10 Sprinkler: Relocation of an existing foam suppression system in Dock 13 to Dock 10.
General Information
General information will be available on the City's website starting Tuesday, July 31, 2018 at the following web address: www.bangormaine.gov/proposals. Those desiring bid documents may request them electronically by emailing bids@bangormaine.gov. By submitting a response to this solicitation, the bidder accepts the responsibility for downloading, reading and bidding by the terms and conditions set forth in the City's "General Information for Vendors". All questions must be submitted in electronic format to bids@bangormaine.gov no later than 4:00 p.m. Wednesday, August 22, 2018.
Federal Funding
Federal Participation Disclosure - This project will be partially funded with Federal funds from the US Department of Commerce, Economic Development Administration (EDA) and therefore is subject to the Federal laws and regulations associated with that program.
The total amount of federal funding included in the project financing will be $1,243,000 which represents a portion of the total project costs to include design, construction, project inspection and management of the project.
