To Include: [font=font36821]"Reconstruct Runway 18-36 (Approx. 2,880' x 60')" at the Machias Valley Airport, Machias, Maine".[/font] Sealed bids for Airport Improvements at the Town of Machias will be received by the [font=font36821][u]Town Manager at the Town of Machias, 7 Court Street, Suite 1, Machias, Maine 04654[/u][/font], on [font=font36821][u]Friday, April 20, 2018 at 11:00 a.m.[/u][/font] local time, at which time and place all bids will be publicly opened and read aloud. Bids submitted after this time will not be accepted. Bids must be submitted in a sealed envelope clearly marked [font=font36821]"Reconstruct Runway 18-36 (Approx. 2,880' x 60')" at the Machias Valley Airport, Machias, Maine, AIP Project No. 3-23-0029-12-2018".[/font] [font=font36821]The proposed work may include, but is not necessarily limited to:[/font] Full depth reconstruction of Runway 18-36 to include excavation and embankment, new base gravels, asphalt pavement, runway lighting and other ancillary work. Prospective bidders are strongly encouraged to attend a pre-bid project information meeting scheduled for [font=font36821][u]Friday, April 13, 2018 at 11:00 a.m.[/u][/font] local time at the Town Manager's Office located at the Town of Machias. [font=font36821][u]All Requests for Information (RFI's) must be submitted no later than Wednesday April 18, 2018 at 5:00 p.m., to the Engineer.[/font][/u] [font=font36821]Drawings, Specifications, and Contract Documents may be examined at:[/font] Town of Machias, 7 Court Street - Suite 1, Machias, Maine 04654; Construction Summary of Maine 734 Chestnut Street, Manchester, NH 03104; Associated Constructors of Maine, 188 Whitten Road, Augusta, Maine 04332; Copies of the above documents may be obtained from the office of Stantec Consulting Services Inc., by e-mailing Stantec at airport.bids@stantec.com for an electronic copy, at no charge, or a CD for a non-refundable fee of Thirty-Dollars ($30.00) per CD, including postage & handling, or a hardcopy for a non-refundable fee of One Hundred Dollars ($100.00) per set, including postage and handling. CD's and hardcopies will be mailed upon receipt of payment. [font=font36821][u]ALL CHECKS SHALL BE MADE PAYABLE TO THE "TOWN OF MACHIAS"[/u][/font], and forwarded to the attention of Julie Dicker at Stantec Consulting Services Inc., 482 Payne Road, Scarborough, Maine 04074. Partial sets, separate drawings or individual sections of the documents will not be distributed. Bid security in the amount of at least five percent (5%) of the total bid must be submitted with the Bid. The bid security may be either a certified check or a proposal guaranty bond executed by a surety company authorized to do business in the State of Maine. Bid security shall be made payable to the Town of Machias. Late bids, unsigned bids, facsimile bids, or bids submitted without security will not be considered. The successful bidder must furnish a 100 percent Performance Bond, and a 100 percent Labor and Materials Payment Bond, and begin execution of this contract within five (5) calendar days following the Notice to Proceed. Construction under this contract will be funded by Federal Grant under the Airport Improvement Program (AIP) and will be subject to all applicable requirements of the U.S. Department of Transportation / Federal Aviation Administration and the Maine Department of Transportation. Award of all contracts will be contingent upon receipt of Federal funding under the AIP. Wages paid to employees must comply with the minimum established by U.S. Department of labor Wage Determination and CH 149, § 26-27D, M.G.L. The contractor must comply with the Davis-Bacon Act, Anti-Kickback Act, the Occupational Safety and Health Act, the Contract Work Hours and Safety Standard Act, Title VI of the Civil Rights Act of 1964 and Executive Order 11246. The Town of Machias reserves the right to reject any and all proposals, to waive any technical or legal deficiencies, and to accept any bid that it may deem to be in the best interest of the Town of Machias.
