Pursuant to 10 M.R.S.A. § 972, the Chief Executive Officer of FAME is the Chief Administrative Officer of the agency and is responsible for supervising its administrative and technical affairs; carrying out the Authority's overall mission and implementing state policies and directives related to it; direction and management of the agency's programs to provide financial assistance, outreach, and counseling in support of students pursuing post-secondary education; management of daily operations, general oversight of the loan portfolio, and marketing of financial services to promote Maine's economic health and assist the business community; and general direction for division directors and oversees all other staff indirectly. The Washington County Development Authority (5 MRSA § 13083-A) was created to take and manage, by agreement with the Federal Government, decommissioned federal military facilities located within Washington County. The authority is governed by a board of trustees comprised of 13 voting members, 12 of whom must be residents of Washington County, and one ex officio member designated by the Governor who shall be a commissioner (or designee) of a department of State Government development organizations or the primary impact communities. The authority is a public municipal corporation and may adopt bylaws or regulations for the governance of its affairs. Members are appointed for 4-year terms and may not serve more than 2 consecutive 4-year terms.
