Public Hearing Behavioral Health Needs of Children in Maine Maine DHHS Office of Child and Family Services (OCFS) and Disability Rights Maine (DRM) Want to hear from families of children receiving or in need of community based behavioral health services (sometimes referred to as Section 28 and/or 65), as well as community members. Come share your positive experience with the current behavioral health services as well as any challenges your family may be experiencing. Children's Behavioral Health Services (CBHS) and DRM seek to better understand and address the unmet needs of children with developmental disabilities and/or mental health diagnoses and their families.
