The Maine Department of Environmental Protection (MEDEP), Petroleum Management Division is hereby providing public notice of the intent of MEDEP to enter into a Memorandum of Agreement for Huber Engineered Wood to establish an alternative procedure to the immediate reporting of oil discharges of ten (10) gallons or less at their Easton facility. Huber Engineered Wood would be allowed to maintain a log of these spills at the facility that would be available to MEDEP personnel upon request. Huber Engineered Wood would also be required to send a copy of this log to MEDEP for review on a quarterly basis. This agreement would expire three (3) years from the signature date and would need to be renewed at that time.
The purpose of this public notice is to initiate a thirty (30) day comment period beginning on the date of publication. During this period, the public is invited to comment in writing on the proposal. The public may view a copy of the Memorandum of Agreement at MEDEP's Augusta offices. A copy of the Memorandum of Agreement has to be mailed to the clerk's office in Easton, Maine. If, after reviewing the project files, you would like to comment on the proposed Memorandum of Agreement, you should mail your comments to:

Comments must be received by the Department by 5:00 PM on the Oct 15, 2016. A final decision regarding the proposed Memorandum of Agreement will not be made until the comment period has ended. If needed, a Response to Comment will be available by mail upon written request. Written requests for a copy of the Response to Comment must be received within forty-five (45) days of the date of publication of this public notice.
